The CNHRPC has been developing and updating local Hazard Mitigation (Haz Mit) Plans for Central NH Region communities for 17 years and counting, from 2000-2016 and beyond. Every five (5) years, a community’s Haz Mit Plan must be updated to current Federal Emergency Management Administration (FEMA) Region 1 Boston’s Plan review requirements, and reviewed/approved by NH Homeland Security and Emergency Management (NH HSEM) and FEMA. The formal FEMA approval allows the community to apply for and receive FEMA mitigation project grant funding.

Has your Hazard Mitigation Plan expired or lapsed? If a disaster occurs, Public Assistance (PA) monies are available to help. Many other grant programs are still accessible with an expired Plan. However, if project funding is needed and your Haz Mit Plan has expired, the Town can still apply for the project funds once the updated Plan has been approved by FEMA.

Updating Hazard Mitigation Plans
The NH HSEM monitors the Plans in NH which are soon to expire and inserts the greatest number of community Plan updates across the State as possible into current Pre-Disaster Mitigation (PDM) grant rounds. These PDM funding rounds have more limited funding available across the country and to NH, so fewer Plans are able to be updated each round. As a result, the Plan updates now are generally about 1 year behind in the CNHRPC region. In many cases, a Plan may lapse before it obtains FEMA formal approval.

Plans in Final Update State at CNHRPC
The following Plan updates are in the process of completion by CNHRPC staff and communities. The final stage includes obtaining Approvable Pending Adoption (APA) status from NH HSEM/FEMA, the Board of Selection adoption (Certificate of Adoption) of the updated Haz Mit Plan, then resubmission of the entire Plan for FEMA’s formal approval. Formal approval is granted by a letter from FEMA sent to the community which begins the new 5-year Plan interim cycle.

Anticipated Future Plan Update Work at CNHRPC
As mentioned, community Hazard Mitigation Plan updates are becoming more competitive with limited Pre-Disaster Mitigation (PDM) funding available to update a greater number of Plans.

The following Plans at CNHRPC are those which will expire (lapse) next and are likely, but not guaranteed, to be included in the State’s PDM 2016 grant round application. We encourage you to contact the NH HSEM Planning Section to request your community be given high consideration for incorporation into the PDM 2016 grant round.
